Most lists of top Shopify agencies are written by the agencies themselves. They rank first on their own list and call it a guide.
I run an agency and have sat across the table from brands evaluating us against competitors. That experience is what this guide draws from.
What follows is not a ranking. It is an honest look at 26 agencies I respect, organized by their verified Shopify partner tier.

- 10 Platinum Partners handle the most complex enterprise projects. Minimum budgets typically start at $25K to $50K+.

What the Shopify partner tiers actually mean
Shopify revamped its Partner Program in 2025 with five tiers for service partners: Registered, Select, Plus, Premier, and Platinum. The tiers reflect commercial impact, credential verification, and Shopify's own assessment of each partner's capabilities.
According to Shopify's Partner Directory, there are 33 Platinum service partners in the US. 45 Premier partners. 255 Plus and 342 Select partners round out the upper tiers. Registered is the entry level and includes thousands more.

But here is something most guides will not tell you: tier is not a reflection of company size. A big factor in tier placement is the cumulative revenue and referred business a partner has generated for Shopify.
Some agencies earned Platinum status because they have been referring merchants to Shopify since 2018 and have accumulated years of commercial impact. The 2025 revamp added credential requirements like Verified Skills through Shopify Academy, but commercial impact remains the heaviest weight on the scale. That does not mean these agencies have large teams or broad capabilities.
For example, a Platinum agency might be a 15-person shop that focuses exclusively on fashion and luxury brands. Those brands bring significant cumulative revenue to Shopify, which drives the tier math.
But that same agency may not have the team depth or technical range you need for a complex B2B migration with ERP integration. So, tier tells you about an agency's relationship with Shopify. It does not tell you whether they are the right fit for your project.
My advice is to use tier as a starting filter, not a verdict. If you are running a $10M+ store, I would not go below Plus. But the right agency for your project depends on capabilities, communication, people, and whether they have solved your specific problem before.
How to actually evaluate a Shopify agency
The prettiest portfolio should not win the deal. But it often does. After watching brands choose agencies for a long time, here is what actually predicts project success.
It is not the lowest price. And it is not the fanciest case study. It is the people. The team you will work with every day matters more than the logo on the proposal. I have seen brands pick agencies based on a pitch deck, only to find out the senior team who sold the project disappears after kickoff and hands the work to junior staff they have never met.
Ask who will be on your account. Ask how long those people have been at the agency. That conversation tells you more than any portfolio ever will.
With that in mind, here is the framework I'd use when evaluating what makes an agency partnership actually work.

1. Ask what platforms they have migrated FROM
Every agency on Shopify's directory has Shopify experience. That is table stakes. What separates the strong agencies is whether they understand the platform you are leaving. An agency that has done complex Magento or SFCC migrations knows where Shopify Plus excels and where it needs workarounds.
2. Post-launch support model
The build is maybe 30% of the relationship. The other 70% is what happens after launch. Ask about retainer structure, performance marketing services, SEO, response times, and who you will be working with after the project team rolls off.
3. Technical vs. creative balance
Some agencies are design first. Others are engineering first. Know which direction you need before you start evaluating. A brand that needs complex ERP integration should not hire a design agency, no matter how beautiful their portfolio is, and vice versa.
4. References from your weight class
A brand doing $2M in annual GMV online has very different needs than one doing $50M. Ask for references from brands of similar size and complexity. If they cannot produce them, that tells you something.
5. Niche expertise
The generalist model is showing cracks. The best agencies have a clear niche: B2B, CPG, beauty, outdoor, and migrations. A specialist who has solved your exact problem three times is worth more than a generalist who has solved a hundred different problems once.

How much does a Shopify agency cost by partner tier?
Of course, budget is always part of the conversation, but it should not be the first filter. The range of what agencies charge varies significantly by tier, location, size, and experience. Understanding those ranges helps you set realistic expectations before you start evaluating proposals.
The ranges above are real project budgets, not marketing numbers. Platinum agencies rarely take projects under $50K. Many Premier agencies like Shero have $25K minimums. Plus partners often offer lower entry points, making them accessible for growth-stage brands.

When you should NOT hire an agency
I run an agency, and I am telling you: not every store needs one.
If you are doing under $1M in annual revenue and your needs are straightforward (pick a theme, set up products, connect Klaviyo), a freelancer at $75 to $125 per hour will serve you better than an agency at $150 to $200+ per hour. You will get more attention and spend less.
Agencies make sense when complexity outpaces what one person can manage: multi-warehouse fulfillment, B2B plus DTC on the same store, complex ERP integrations, headless architecture, or platform migrations with 10,000+ SKUs.
The honest calculation: if your annual Shopify project budget is under $25,000, your money goes further with a skilled freelancer or a smaller shop. Save the agency engagement for when the complexity justifies the overhead.
The real question
The Shopify agency ecosystem matured significantly in 2025. Multiple agencies achieved Platinum status. CQL acquired Riess Group. Domaine acquired Code. The consolidation is just starting.
My prediction: within 18 months, the agencies that thrive will be the ones that specialize. The generalist model of "we do everything on Shopify" is already showing cracks. Brands are increasingly looking for partners who have solved their exact problem before, not partners who can theoretically solve any problem.
The question worth asking every agency on your shortlist: What is the most complex project you have completed that looks like mine? And can I talk to that client?
That conversation will tell you more than any listicle, including this one.
